Role of community board members

As a resident of a homeowner association (HOA), you expect your community to run smoothly. From the upkeep of the common areas to the security of your neighborhood, you trust that someone is overseeing the well-being of your community.

The entity responsible for that is your community association, which is normally governed by an elected board of directors, comprised of owners who have volunteered to serve. These individuals are responsible for overseeing your community’s operations, maintenance upkeep, and creating the covenants, conditions, and restrictions (CC&Rs).

Oftentimes, these individuals must balance work and family responsibilities, alongside those of the community. As a result, many HOAs hire a professional property management company to properly and effectively leverage their expertise to handle day-to-day operations, perform ongoing maintenance duties, and communicate with residents.

The responsibilities of board members and the management company are dynamic and often overlap; however, each plays a distinct role in supporting your community.

Board member responsibilities may include:

  • Developing and approving policies, bylaws, rules, and regulations for the community.
  • Making major decisions regarding the community (e.g., setting the budget, changing the community's infrastructure, etc.)
  • Communicating with residents and addressing their concerns and questions.
  • Planning and executing community events and activities.
  • Overseeing the management company and ensuring it’s fulfilling its responsibilities.

Management company responsibilities may include

  • Managing the day-to-day operations of the community (e.g., landscaping, cleaning common areas, and providing security) in accordance with the board’s direction.
  • Implementing the policies, bylaws, rules, and regulations set by the board.
  • Preparing and presenting financial reports to the board and managing the community's finances.
  • Communicating with residents and addressing their concerns and questions.
  • Overseeing vendors and contractors to ensure they are fulfilling their responsibilities.
